Advocacy is all about creating change—but you can’t do it alone! To make an impact, you need to know who can support your cause, who has the power to influence decisions, and how you can engage them.

This activity will help you map out key stakeholders and understand their role in your advocacy efforts.
Here’s how it works…

1. Define your focus – What is the key issue you want to advocate for? Be clear about the change you’re working towards.
2. Explore existing connections – Take your Youth Work System Map and identify relevant stakeholders already involved.
3. Expand your network – Think beyond the map! Who else could be important? Add them to your list.
4. Map their influence – Draw a Stakeholder Influence/Impact Matrix (check the example below for reference).

Original version differs, developed by developed by Aubrey L. Mendelow, 1981. Adapted matrix source: Youth Advocacy Toolkit, UK Unicef

5. Position your stakeholders and decide where each stakeholder belongs in the matrix.
💡 Pay special attention to two key groups:
• Easy to influence & high impact – These are your strongest allies for real change!
• Easy to influence & low impact – They might not have much power, but they can help spread your message.

👉 Don’t overlook the others! Stakeholders in different quadrants still matter and may need to be approached in different ways.
